
Description
During the lessons, in particular, the general principles dictated by the Code and the governance system outlined by it are explored in depth, examining the rules on the institutional actors involved and on the sole project manager (RUP) in various phases of the public contract cycle. The objective and subjective scope of application of the Code is also covered, with an introduction to the discipline of special sectors, and practical exercises are provided on the definition of a project management system regarding procurement and concessions. Finally, a focus is envisaged on the rules that govern the possibility of a public administration to launch award procedures, i.e. the regulation on the centralization and aggregation of purchases, in addition to the related regulation on the qualification of contracting authorities, in its substantive and procedural profiles.
Educational project
The Course introduces the discipline of public contracts, focusing on the essential elements of European legislation and its implementation in the Italian Public Contracts Code (Legislative Decree no. 36/2023), but also on particular disciplines, such as that of procurement for projects of the National Recovery and Resilience Plan (PNRR).
