Different vocational subjects constitute the research group, in order to increase the interaction between different competences and main knowledge about territorial issues. This is a modern and essential approach because of the complexity of urban transformation process that must be considered under different points of view, such as environmental policies, historical aspects, city aspects as regards physical, land use and morphological components. Research group is formed by LabURB (Urban planning laboratory) – proff. Federico Oliva, Paolo Galuzzi, Piergiorgio Vitillo – and by proff. Alessandro De Magistris, Pierluigi Mantini, Alberto Mioni, Pier Luigi Paolillo, Francesco Basile. LabURB (Federico Oliva, Paolo Galuzzi, Piergiorgio Vitillo) LabURB organizes its activities about the contemporary urban planning project, considering the programmatic dimension and the effectiveness of the plan, as well as its relationship with the urban project. LabURB implements an innovative programmatic vision that influences way of building, representing, regulating, promoting and managing transformations of contemporary city. Laboratory develops its activity along two main levels regarding analysis, interpretation and research of contemporary urban planning project: - theories and techniques, at different scales: general planning (plans and programmes on a large scale), urban project (programme is combined with physical, morphological and land use structure), design of public spaces (project of urban ground floor); - operating and innovative best practices, implemented at different scales and expected to verify the effectiveness of theories and techniques put in action into plans, programmes and public policies. Although territorial and thematic differences are acknowledged, some features of contemporary urban planning project are recognizable: - form and contents are very different from traditional zoning: planning isn’t any more a simple issue of controlling and regulating land uses; the new aim is to build new environments and to create relevant interactions between the persistence of public space and the possible variation of uses over time (the focus is on the programme); - it deals with form of contemporary territories (cities, environments, infrastructures): a mixed, multidimensional, subdivided reality, not only in its physical dimension; and it relates with “metropolitan way of living”, towards it modern project seems to be inadequate for several aspects; - it is strictly linked with planning and designing of social and urban policies: participation in decision making and social interaction become basic and essential parts of urban project; - it’s necessarily a joint operation, which effectiveness (not only physical one) depends from the contribution of different actors and operations that may take a long time to achieve. The laboratory promotes studies and researches tended to action, widening and experimenting new way of planning. The new feature of metropolitan city and, in particular, of Milan urban region are central elements in this research. 19 0 Alessandro De Magistris The knowledge of plan and transformations of contemporary city are carried out by prof. De Magistris. The survey of historical evolution of plan and territorial planning involves Italian and international culture, with a special attention to East Europe (Russia, Poland, ex Yugoslavia), United States and South America. Research is directed to cultural debate of 20th century and, in particular to new elements of contemporary city debate, such as mobility, infrastructures and projects of big urban and territorial transformations (Turin, Milan). Pierluigi Mantini, Francesco Basile Subjects relevant to planning and administrative law, as well as land use regulation are carried out by prof. Pierluigi Mantini and Francesco Basile. In particular, prof. Mantini drew up codes and unique texts about planning and building trade, deepening topics of clearness, simplification and square deal. Alberto Mioni Subjects relevant to physical, land use and morphological structures are carried out by prof. Alberto Mioni. He has been working at Politecnico of Milan since 1986, in which today he is teaching “architectural and urban design” and “Theory and history of territorial planning”. Mioni particularly studies aspects of urban and territorial history, as well as analysis of urban design (methodological, experimental and manual aspects). These elements take a very important role in our urban system characterized by the need to re-use abandoned areas and to decide which use to allocate to each different area. Pier Luigi Paolillo In particular, deals with sustainable development, in order to identify, describe and classify urban conflicts towards environmental, agro productive, geophysical values, carries out the widening of environmental subjects and policies.. These wide analysis allow to guide plan decisions. Strategic Environmental Analysis assumes an important role and it’s based on a multidimensional knowledge of physical aspect, settlement requirements, morphological quality of urban and territorial structure. SEA aims to grant physical resources and morphological redevelopment.
